Regulated market 21+

Short answer

Online casino play is legal in Greece only on .gr websites of operators holding the Hellenic Gaming Commission's licence for other online games of chance. The minimum age to gamble is 21.

Legal overview

Greece regulates gambling under Law 4002/2011, whose chapter on games of chance was substantially rewritten by Law 4635/2019 to create a licensing system for online gambling. The Hellenic Gaming Commission (EEEP) licenses and supervises operators. There are two online licence types: one for online betting and one for other online games of chance, which covers casino games and poker, both live-dealer and RNG-based. Licences run for seven years and are renewable, and an operator may hold both. Betting exchanges are not allowed.

Applicants must be companies with a seat or permanent establishment in Greece or another EU/EEA state, with paid-up capital of at least EUR 200,000 and a EUR 500,000 bank guarantee. Licensed games must be offered on websites with a .gr domain, and operators based abroad must install a secure server in Greece connected to the Commission's systems. Play may only start once the Commission has confirmed that all conditions are met. A company that appeared on the blacklist of unlicensed providers in the year before applying cannot be licensed.

Licensed operators must give players deposit limits on a daily, weekly and monthly basis, loss limits and time limits, and must offer temporary or permanent self-exclusion. Under Article 48 of Law 4002/2011 the Commission publishes a blacklist of websites that offer unlicensed gambling accessible from Greece. Enforcement was tightened in 2026: a law enacted in June 2026, reported by trade press as Law 5313/2026, introduced fines of EUR 5,000 to 50,000 for influencers promoting illegal gambling and higher fines for internet providers, advertisers and other intermediaries. The government reported about 15,000 blocked websites for 2025.
