Aruba, an autonomous country within the Kingdom of the Netherlands, regulates gambling through a short ordinance, the Landsverordening hazardspelen (AB 1990 no. GT 44, amended in 2009). It allows the responsible minister to license games of chance only in specially designated and equipped hotels, plus games linked to dog races, cockfights and jai-alai at designated locations. Licences are personal and non-transferable and can be revoked at any time if their conditions are breached, and an operator that breaks its conditions is treated as acting without a licence. Entry to the gaming rooms requires a pass issued on behalf of the minister, intended for non-residents; residents may enter when accompanying non-residents. A separate ordinance (AB 1990 no. GT 45) levies a licence duty on the gross receipts of licensed gaming.
The ordinance was written for physical casinos and does not mention internet, remote or electronic gambling. No Aruban licence for online casino games was found, and there is no public register of online licensees. Equally, no provision was found that expressly makes it an offence for residents to play on foreign websites, and no official blocking or payment measures against offshore sites were identified.
Online casino play is not licensed in Aruba; the law is silent on it and no Aruban operator is authorised to offer it.
A Curaçao or Dutch online licence does not create an Aruban licence, so treat any site as foreign and check its licence with the issuing regulator. No Aruban authority can handle complaints about online casinos.
