Andorra ended its general gambling ban with Law 37/2014 on the regulation of games of chance, which created the Consell Regulador Andorrà del Joc (CRAJ). The consolidated text of 2021 (Law 4/2021) prohibits organising gambling in or from Andorra by any means without a licence, and expressly applies to foreign operators offering games to Andorra remotely. It created two online licence classes for Andorran companies with a registered office in the country: C@ for lotteries and betting, open only to existing class C holders, and D@ for online casino games, including table games, slots and bingo. D@ platforms must run on an .ad domain and redirect players connecting from Andorra.
In practice the online licences have not started. Secondary sources report that the regulation needed to accept D@ applications has not been adopted, that no Andorran online casino licence exists, and that one land-based casino operates under a class A concession. Players who gamble online therefore use foreign-licensed sites, and no blocking of websites or payments or enforcement against players has been reported. That is why the site lists Andorra as open rather than regulated, even though the law formally requires an Andorran licence.
Online casino licences exist in law but none has been issued, so the casino sites used by players in Andorra are licensed abroad.
No Andorran online casino licence has been issued, so the CRAJ cannot handle complaints about foreign sites; disputes go to the regulator named in the operator's licence. Check the CRAJ's published list of licensees for the current position before relying on any Andorran licence claim.
