Short answer

Online gaming is lawful only with operators authorised by the ARSJPA; whether online casino games (as opposed to sports betting) are licensed could not be confirmed. The minimum age to gamble is 18.

Legal overview

Guinea supervises gambling through the Autorité de Régulation du Secteur des Jeux et Pratiques Assimilées (ARSJPA), created by decree in January 2023 together with new statutes for the state gaming company LONAGUI. The ARSJPA is a public administrative body under the technical supervision of the Presidency and the financial supervision of the Ministry of Finance. Its mandate is to organise, regulate and authorise all games of chance and similar practices in Guinea, to monitor online games and betting, to fight illegal sites and fraud, to support anti-money laundering efforts and to promote responsible gaming.

Online sports betting operates under this supervision. 1xBet, for example, has been active in Guinea since 2020, and the regulator attended a public prize payout in February 2024. According to the regulator's own sponsored statement from 2023, operators pay licence fees per segment, no gaming company may be wholly foreign-owned (at least 25% of the capital must be held by Guineans), shareholders are vetted and bank guarantees are required. At the end of 2023 the ARSJPA announced that two online betting operators would be shut down for breaches, a decision the operators disputed.

The legal basis is thin. Local press report that the only regulation of games is a 2009 order implementing the 2000 decree that created LONAGUI, and there is no modern gambling law. We could not confirm whether a separate licence category for online casino games exists, find a public register of licensed sites, or confirm a minimum age or a tax on winnings. Sites without ARSJPA authorisation are not authorised in Guinea.

Verification status: this overview is based on secondary sources and has not yet been checked against the official law text or the regulator. Confirm the details with the national authority before relying on them.
