Short answer

No operator holds a published Haitian online casino licence; offshore sites are unregulated, and no rule specifically addresses players using them. The minimum age to gamble is 18.

Legal overview

Haiti has little gambling law, and none of it is specific to online play. Games of chance fall under a framework law of 4 September 1958, which makes the state lottery, the Loterie de l'État Haïtien (LEH), the body responsible for regulating gambling. The LEH was closed for 14 years and reactivated in 2013. The largest market is borlette, a popular numbers game sold through thousands of small outlets. Under an LEH memorandum of 16 August 2022, operators pay HTG 10,000 a year per borlette bank or machine and HTG 5,000 a month per electronic borlette machine, but the LEH estimates that only about 30% of operators declare their activity.

Sports betting companies have obtained concession contracts from the LEH, and online and mobile betting has grown, partly through mobile money and card payments. We found no published licence category or rules for online casinos, and no rule that addresses offshore casino sites or residents who use them. Online casino play is therefore unregulated rather than expressly banned.

Enforcement capacity is limited. A former LEH director has said the agency lacks the coercive means to close businesses that refuse to pay. At a press conference on 3 July 2026, the LEH presented reforms: a digital platform (SYLEH) to register and regularise operators and collect fees, and a statement that its mandate covers the lottery, borlette, casinos, sports betting and online gaming. It also said that the borlette operators' association (ANTB) cannot act as a regulator. No new law or online licensing regime has been published.
