Short answer

Online casino play is illegal for residents, and no operator, local or foreign, may lawfully serve players in Kuwait. The minimum age to gamble is 18.

Legal overview

Kuwait has no legal gambling market. The basic rule is Article 205 of the Penal Code (Law No. 16 of 1960), which sits in the chapter on incitement to debauchery, prostitution and gambling. It punishes anyone who gambles in a public place with up to three months in prison and a fine, with higher penalties for a repeat offence within a year. Anyone who runs a public place for gambling, or takes part in organising, supervising or preparing the means for play, faces up to two years in prison and a fine. The article defines a game of gambling as any game in which the chance of winning or losing depends on luck rather than on factors that can be determined and controlled in advance, a definition broad enough to cover casino games, betting and lotteries.

There is no gambling regulator and no licence of any kind, so no operator, local or foreign, may lawfully offer casino games, sports betting, poker or lotteries to people in Kuwait. The Penal Code text predates the internet, but the authorities apply the ban to online play: in November 2025 the Ministry of Interior announced the arrest of a gang running an online gambling website and stated that using or participating in illegal online gambling sites is a punishable offence.

Prosecutions of online operators are combined with money laundering charges. In January 2026 Kuwait's Criminal Court sentenced nine people who ran an online gambling website, and laundered the proceeds through the accounts of a medical clinic and other companies, to seven years in prison each and a fine of KD 1 million; a company involved was fined more than KD 1.8 million and barred from trading. Players who use offshore sites have no legal protection in Kuwait.
