Legal overview
Kyrgyzstan re-legalised gambling in 2022 after a ban that had been in force since 2015. Parliament adopted the Law on Gambling Activities in the Kyrgyz Republic and a package of related amendments on 22 June 2022, and the president signed them at the start of July 2022. The detailed rules are in the Regulation on State Regulation of Gambling Activities, approved by Cabinet of Ministers Resolution No. 440 of 1 August 2022 and amended in 2023 and 2024.
The Regulation lists six licensed types of gambling: casinos, slot machine halls, bookmakers, totalisators, online casinos and electronic (virtual) casinos. A separate licence is needed for each type, and gambling may only be organised under a licence from the authorised state body. Online operators must identify every customer, take payments only cashlessly, and avoid unidentifiable e-wallets. Since a January 2024 amendment, online and electronic casinos are under the general supervision of the Financial Market Regulation and Supervision Service, with day-to-day management by a licensed Administrator that admits Operators, sets technical rules and handles player complaints.
The player rules are strict. Citizens of the Kyrgyz Republic may not take part in any gambling, foreigners under 21 and legally incapacitated foreigners are excluded, and online casinos must state these bans on their websites. In February 2026 a member of parliament said many citizens still use illegal online casinos and asked prosecutors and the financial intelligence service to block such platforms more actively. Foreign licences do not authorise an operator to serve the Kyrgyz market.
