Legal overview
Mongolia has long treated the organisation of gambling as a criminal matter: police statistics cite Article 20.17 of the Criminal Code on organising gambling, alongside gambling infractions under the Code on Infractions. In May 2025 the State Great Khural (parliament) went further and approved a government package, built on amendments to the Law on Licensing (Law on Permits), that completely prohibits online gambling, betting games and paid prediction or tipping games. The package also repealed the special tax rules that had applied to equipment for these activities.
The ban is backed by criminal and administrative penalties. Organising paid prediction or betting games for profit, in public places or online, is a crime punishable by a fine, community service, travel restrictions or imprisonment of six months to three years. Repeatedly letting others use bank accounts, e-money, virtual assets or phone numbers for gambling is a separate offence. Promoting or advertising these activities is an administrative infraction, with higher fines when done through media or online networks. Officials have said participants can also face liability, but the amounts reported in the press concern organisers, agents and promoters.
There is no licence for online casinos, so no website can legally serve players in Mongolia. Enforcement is active: police work with the Communications Regulatory Commission to block gambling domains and remove promotional videos, and in October 2026 the government reported that authorities had frozen transfers in more than 1,400 bank accounts, fined suspected agents of a foreign betting site and asked for over 1,000 domains to be blocked.
