Short answer
Online casino play is legal for adults in Peru on platforms authorised by MINCETUR. The minimum age to gamble is 18.
Legal overview
Peru regulates online gambling through Law 31557 on remote games and remote sports betting, published in August 2022 and amended by Law 31806 of June 2023, together with its regulations, Supreme Decree 005-2023-MINCETUR. The framework took effect in February 2024. It covers remote games of chance, including online casino games, as well as remote sports betting. The Ministry of Foreign Trade and Tourism (MINCETUR) is the competent authority and acts through its Directorate General of Casino Games and Slot Machines.
Only companies authorised by MINCETUR may operate a gaming platform. Platform authorisations last six years and can be renewed for the same period; operators must provide a guarantee, disclose the domain they will use and give the regulator access to their servers. Players must be adults, and minors are barred from playing. Only authorised operators may sponsor or advertise, and gambling ads must warn that excessive play can cause addiction. Administrative sanctions range from fines of up to 200 tax units (UIT) to cancellation and permanent disqualification, and Law 31806 added criminal penalties for running unauthorised remote gambling. Operators pay a monthly tax on remote games and sports betting of 12% of net income, collected by the tax agency SUNAT.
Unauthorised platforms are blocked: the law lets MINCETUR order the blocking of URLs, IP addresses, web pages, apps and payment methods, carried out with the Ministry of Transport and Communications. In October 2026 the ministry reported blocking 50 more unauthorised platforms, bringing the year's total to 86.
