Short answer

Online casino games are legal for players in Portugal on sites run by SRIJ-licensed operators (licences for 'jogos de fortuna ou azar'). The minimum age to gamble is 18.

Legal overview

Portugal regulates online gambling under the Legal Regime for Online Gambling and Betting (RJO), approved by Decree-Law No. 66/2015 of 29 April. The Gambling Regulation and Inspection Service (SRIJ), part of Turismo de Portugal, supervises the market, and licences are issued by the Gambling Commission. Licences are available for games of chance, which cover slot-style games, blackjack and roulette, and for fixed-odds sports betting. Applicants must be companies with their seat in the EU or the EEA and a branch in Portugal. They must also meet integrity, financial and technical requirements.

There is no cap on the number of licences, and operators can apply at any time. Each licence runs for three years and can be renewed. In 2026 SRIJ listed 19 licensed entities, all on .pt domains, and in July 2026 it issued casino and betting licences to two more operators. Licensed operators must keep minors out and give players tools to limit deposits and stakes. They must also offer self-exclusion on their own sites.

Self-exclusion through the SRIJ platform applies to every licensed online site, with a minimum period of three months. An exclusion requested at a single operator covers only that operator. SRIJ asks internet service providers to block illegal gambling sites, and its guidance says illegal online gambling can be punished with up to five years in prison. Players on unlicensed sites have no access to these protections.
