Status of online casinos, the regulator, the minimum age and where to get help, with our sources and the date we checked them.
Short answer
Online casino play is illegal in Singapore, and players using unlicensed remote gambling services commit an offence. The minimum age to gamble is 21.
Legal overview
Singapore regulates gambling through the Gambling Control Act 2022, the Gambling Regulatory Authority of Singapore Act 2022 and the Casino Control Act 2006, all administered by the Gambling Regulatory Authority (GRA). Providing remote gambling services in or from Singapore, or to people in Singapore from abroad, is unlawful unless the provider is licensed. Singapore Pools (Private) Limited is the only operator licensed by the GRA to provide remote gambling services; it offers lotteries and sports betting, not online casino games. The two integrated-resort casinos operate only on land.
Penalties are strict for both sides. Anyone who conducts unlawful gambling faces a fine of up to S$500,000 and up to seven years in prison, rising to S$700,000 and ten years for repeat offenders. Players who gamble with an unlicensed remote gambling service commit an offence and can be fined up to S$10,000, jailed for up to six months, or both.
Since 1 January 2025 the Singapore Police Force has handled blocking of access to unlawful remote gambling services, their payment transactions and their advertising. Earlier, the GRA reported blocking about 1,200 remote gambling websites and around 250 bank accounts. Unlawful gambling websites, apps and ads can be reported to the police through I-Witness. The National Council on Problem Gambling runs a helpline and exclusion and visit-limit measures that cover the casinos, jackpot machine rooms in private clubs and Singapore Pools' online betting services.
