Short answer

No legal online casino is confirmed in Togo: LONATO's products are lotteries, sports betting, horse-race pools and scratch cards, and other operators fall outside the monopoly. The minimum age to gamble is 18.

Legal overview

Gambling in Togo is organised as a state monopoly. The Loterie Nationale Togolaise (LONATO) was created by Decree No. 66-8 of 4 July 1966, later became a general gaming agency, and was turned into a state-owned company by Law No. 90-26 of 4 December 1990. It holds the exclusive right to organise and operate games of chance throughout the country. Its published product range covers 5/90 lotto draws, the sports betting games Lotosport and Parifoot, PMU horse-race pools and scratch cards, sold through a growing network of terminals and sales points. LONATO now runs 19 weekly draws, and it added a Sunday draw in August 2026.

We found no evidence that LONATO currently offers online casino games such as slots or live tables, either itself or through an authorised partner, and Togo has no open licensing system for private online operators. Some secondary sources mention online partnerships under the monopoly, but none could be confirmed from LONATO or an official text. Without a licence or a confirmed LONATO channel, an online casino has no legal basis to serve players in Togo.

Offshore casinos that accept Togolese players therefore operate outside the monopoly. We could not confirm whether Togo actively blocks such sites or what penalties apply to players, but there is no local regulator or complaint route for disputes with them. Gambling revenue is taxed through the tax on gambling products, which the government expected to raise about CFA 4.4 billion in 2026, mostly from LONATO's expanding retail network.
