Legal overview
Online casino gambling is not permitted in Turkey. Legal gambling is limited to state-controlled products: fixed-odds sports betting organised under the state sports betting system and sold through authorised dealers, the national lottery and other games of chance run under state authorisation, and horse-race betting. No licence exists for private online casinos, and foreign gambling licences are not recognised.
The main law against illegal online betting and games of chance is Law No. 7258 on the Regulation of Betting and Games of Chance in Football and Other Sports Competitions. According to Turkish criminal law practitioners, Article 5 punishes organising illegal betting or games of chance, providing access to foreign betting sites, facilitating payment transfers (including lending bank accounts) and advertising such services with prison sentences. Players who take part are subject to an administrative fine. Separately, Article 228 of the Turkish Penal Code makes it an offence to provide a place or means for gambling.
Enforcement is intensive. The Information and Communication Technologies Authority (BTK) blocks access to unlicensed betting sites, and the Interior Ministry reported in July 2026 that 47,493 illegal betting websites had been blocked since the start of the year, while bank, e-money and crypto-asset accounts linked to such sites were being examined. Players using offshore casinos have no legal protection and cannot rely on Turkish law to recover deposits or winnings.
