Is online gambling legal in Vatican City?
Status of online casinos, the regulator, the minimum age and where to get help, with our sources and the date we checked them.
Short answer
Online casino play is not licensed in Vatican City and no operator is authorised to offer it there. The minimum age to gamble is 18.
Legal overview
Vatican City State has no gambling legislation and no gambling regulator. It does not issue licences for casinos, sports betting, lotteries, poker or any form of online gaming, and no lawful gambling operator is based in or authorised by the state. Its legal system rests on canon law and on Vatican statutes, with gaps filled by received Italian law: the 1929 Law on the Sources of Law applied the Italian penal code then in force, and that law was replaced by Law No. LXXI of 1 October 2008, which took effect on 10 January 2009. No Vatican provision authorising games of chance was found in the published legislation.
In practice the question rarely arises. The state covers less than half a square kilometre, has a few hundred residents, most of them clergy, Swiss Guards and officials, and is surrounded by Rome. There is no land-based casino or betting shop, no state lottery and no tax regime for gambling. Because there is no authorising law, there is also no legal route for any operator to offer online casino games to people in the Vatican.
For the site's classification Vatican City is treated as blocked: no licensed product exists and none can be licensed. The specific wording of the penal provisions on gambling that apply through the received Italian code was not verified for this page. Anyone visiting the Vatican is on Italian territory again as soon as they leave it, and Italian rules then apply. Any website claiming a Vatican gambling licence should be treated as false, since no such licence exists.
