GCGRA licensed casinos
What the General Commercial Gaming Regulatory Authority (United Arab Emirates) licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
The General Commercial Gaming Regulatory Authority is the federal body that regulates commercial gaming in the United Arab Emirates, including the national lottery, land-based casino resorts, online casino games and sports betting. Online gambling in the UAE is legal only with an operator licensed by the authority.
About the General Commercial Gaming Regulatory Authority (United Arab Emirates)
The licensed market is very small: at the time of checking, the official register listed a single online gaming and sports wagering licensee and a single lottery. The register shows company names only, so players should match the operator's legal name. The authority states that playing with unlicensed operators is illegal and may bring severe penalties, and it has blocked thousands of illegal websites. Players must be at least 21 for casino games and betting and must be physically in the UAE. Licensed operators must offer deposit limits, a cooling-off period and checks against a national self-exclusion list. Complaints go to the operator first and can then be filed with the authority through its online form. No independent dispute service exists.

| How to check a licence | Check the GCGRA 'Our Licensees' page, the only official register. It prints company names only, without licence numbers, brands or domains. As of 22 October 2026 it listed one internet gaming and sports wagering licensee, Coin Technology Projects LLC, whose site names its brand as Play971 (per gamblingmaps). |
| Complaints / ADR | Complain to the operator first; then use the GCGRA online Complaints Form (https://www.gcgra.gov.ae/en/legislation-compliance/complaints-form/), selecting lottery, internet gaming or sports wagering. No independent dispute body and no response deadline are published. |
| Player protection | Licensed operators must offer daily, weekly and monthly deposit limits and a cooling-off break of at least 72 hours, check players against the GCGRA self-exclusion list and offer no bonuses to excluded players. Underage is defined as under 21 for commercial gaming other than lottery (under 18). The GCGRA says playing with unlicensed operators is illegal and reports about 6,000 illegal websites blocked as of December 2024. |
