What the Games of Chance Administration (Uprava za igre na sreću), Montenegro licence means for players, how to check it in the official register, and every casino in our database that holds it.

Tier 2

Short answer

Montenegro's Games of Chance Administration is the state body responsible for licensing and supervising gambling in the country. It decides which games count as games of chance, grants approvals and oversees operators, and it publishes lists of authorised organisers, including those that offer games online.

About the Games of Chance Administration (Uprava za igre na sreću), Montenegro

Only Montenegrin companies with an online approval may offer online sports betting and virtual casino and slot games, and each company may operate one website, normally on the '.me' domain. A foreign licence gives no right to serve players in Montenegro. Unlicensed sites can be blocked, and banks refuse card payments to foreign gambling merchants. Licensed operators must verify each player's identity, including by video at registration, and accept payments only in euros from the player's own account. Self-exclusions are recorded in a state register. Complaints should first go to the operator. The Administration's supervisors and inspectors can look into complaints, but they cannot order an operator to repay a player, so unresolved disputes may end up in court.

How to check a licenceDownload the list of active online games organisers (XLS) from the Administration's 'Igre na sreću putem interneta' page on gov.me; the version found was dated 2 July 2025. Licensed sites use the .me domain.
Complaints / ADRComplain to the operator first; it must act without delay on complaints about how game rules were applied or how staff behaved. The Administration's supervisors and gambling inspectors can examine complaints and refer findings for measures, but the law gives them no power to order repayment. A consumer-dispute board at the Chamber of Economy exists for disputes up to EUR 10,000, but whether it hears gambling disputes is not stated (per gamblingmaps).
Player protectionMinimum age 18. Licensed sites must verify identity (including video identification at registration), accept payments only in euros from the player's own account, and record self-exclusions in a state register. Unlicensed sites are subject to blocking, and banks refuse card payments to foreign gambling merchants (per gamblingmaps).
