Lotteritilsynet licensed casinos
What the Lotteritilsynet (Norwegian Gambling and Foundation Authority) licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
Lotteritilsynet, the Norwegian Gambling and Foundation Authority based in Førde, supervises gambling in Norway under the Gambling Act (pengespilloven), which took effect on 1 January 2023. Norway uses an exclusive-rights model: the state-owned Norsk Tipping AS is the only company allowed to offer online casino games and betting, while Norsk Rikstoto holds the right to horse-race betting.
About the Lotteritilsynet (Norwegian Gambling and Foundation Authority)
The authority enforces this model against foreign operators through payment blocking and, since January 2025, DNS blocking of illegal gambling websites. It also oversees the monopoly operators themselves and has fined Norsk Tipping several times, including NOK 25 million in November 2025.

| How to check a licence | Norway publishes no licence register for online casinos because it uses an exclusive-rights model: Norsk Tipping AS is the only company that may legally offer online casino games and betting, and Norsk Rikstoto offers horse-race betting. Any other online casino accepting Norwegian players is not legal in Norway; since 1 January 2025 the authority can order DNS blocking, and blocked sites redirect to an internet provider notice page. |
| Complaints / ADR | Complain to Norsk Tipping first. A gambling-specific dispute body for players was not confirmed in this research. Decisions of Lotteritilsynet itself (for example fines) can be appealed within three weeks; if the authority does not uphold the appeal, it goes to Lotterinemnda (pengespilloven § 29). |
| Player protection | Payment blocking of transactions between Norwegian customers and unlicensed foreign gambling operators (since 2010), DNS blocking of illegal gambling websites (since 1 January 2025) and a ban on gambling TV adverts broadcast from abroad (since 2021). The authority supervises Norsk Tipping and fines it for breaches, for example NOK 25 million on 13 November 2025 over a Lotto draw error. Norsk Tipping's own limit tools were not reviewed here. |
