Is online gambling legal in Central African Republic?

Status of online casinos, the regulator, the minimum age and where to get help, with our sources and the date we checked them.

No local licensing 18+

Short answer

No law licenses or prohibits online casinos, so play on foreign sites happens in an unregulated grey market. The minimum age to gamble is 18.

Legal overview

The Central African Republic has very little gambling law in the public domain. We found no published statute on online gambling, no online licensing scheme and no online gambling regulator. Gambling is supervised by the Ministry of Territorial Administration, Decentralisation and Local Development, which oversees licensed land-based casinos and betting outlets. Reports say regulation of the sector began around 2018, but we found no law or decree number for it.

The most recent official step concerns payments rather than games. A ministerial order of 31 August 2025 gave the payment company PayMeTrust a concession to build and run a national platform for the money flows of licensed gambling establishments, covering deposits, withdrawals and payouts. Under the order, top-ups and withdrawals from bettors' accounts across the country are to run through this one platform. This lets the State see the turnover of licensed operators, but it does not create a licence for online casino games.

Online casino play is therefore not addressed by any law we could identify. No rule was found that bans residents from using foreign gambling sites, and no ISP or payment blocking of such sites has been reported. In practice, online casino play happens in an unregulated grey market, and no Central African authority handles complaints about foreign operators. No official source states a minimum gambling age, and no tax rule on players' winnings was found. Because published sources are so thin, this summary may be incomplete.

Verification status: this overview is based on secondary sources and has not yet been checked against the official law text or the regulator. Confirm the details with the national authority before relying on them.
