Is online gambling legal in Slovenia?

Short answer
Online casino play is legal only on sites of Slovenian casino concessionaires, currently the three online casinos of Casino Portorož listed in the Ministry of Finance register. The minimum age to gamble is 18.
Legal overview
Slovenia regulates gambling under the Gaming Act (Zakon o igrah na srečo, ZIS) and a rulebook on organising games of chance over the internet and other telecommunications. Gambling is run on a concession model. Permanent classic games, such as lotteries and sports betting, may be run by at most two organisers, Loterija Slovenije and Športna loterija. Casino games may be offered only in casinos and gaming halls that hold a government concession, with a cap of 15 casino concessions and 45 gaming hall concessions. The Financial Administration (FURS) supervises compliance through its Special Financial Office, and the Ministry of Finance handles concessions and keeps the registers.
Online, only existing concession holders can extend their games to the internet. The Ministry of Finance register of online casino concessionaires for 2026 lists three online casinos, SuperCasino.si, 777Casino.si and Casino.si. All three belong to Casino Portorož and are attached to its land-based casinos. Foreign online casinos cannot get a Slovenian licence, and organising games of chance without a concession can bring fines of 30,000 to 250,000 euros for a company.
FURS can have access to unlicensed gambling websites restricted. It has warned that players with accounts on such sites may lose access to their money once a site is blocked. In 2026 FURS reported 90 inspections, and internet providers carried out blocks in 21 cases. According to FURS, roughly 293 million euros flowed from Slovenia to illegal operators between 2023 and 2025. Payments are not blocked, and the Ministry of Finance says that would need a new law obliging banks to filter transactions. No reform bill had been tabled when this page was checked.
