BMF licensed casinos

What the Federal Ministry of Finance of Austria (Bundesministerium für Finanzen), gambling concessions under the GSpG licence means for players, how to check it in the official register, and every casino in our database that holds it.

Tier 1

Short answer

In Austria, gambling is a federal monopoly under the Gambling Act (Glücksspielgesetz, GSpG), and the Federal Ministry of Finance grants the concessions for lotteries and casinos. The single lottery concession, which also covers electronic lotteries, is held by Österreichische Lotterien GmbH and allows it to run win2day.at, the only online casino licensed in Austria, until 30 September 2027.

About the Federal Ministry of Finance of Austria (Bundesministerium für Finanzen), gambling concessions under the GSpG

A reform that would open the online market to licensed private operators, with new online concessions possible from 1 October 2027 at the earliest, was still a draft in its EU notification stage in August 2026. Until it takes effect, offshore online casinos that accept Austrian players do so without an Austrian licence.

How to check a licenceThe BMF lists all concession holders on its page 'Konzessionäre und Ausspielbewilligte'. The only federal concession for lotteries including electronic lotteries (online gambling) is held by Österreichische Lotterien GmbH for win2day.at and video lottery terminal outlets, valid until 30 September 2027; Casinos Austria AG holds the land-based casino concessions. No other online casino holds an Austrian licence.
Complaints / ADRNo gambling-specific ADR body was confirmed. The BMF player protection unit (Spielerschutzstelle, post.spielerschutz@bmf.gv.at, Johannesgasse 5, 1010 Vienna) assesses concession holders' player-protection concepts, but its page describes no complaint procedure for individual disputes.
Player protectionThe Spielerschutzstelle under § 1(4) GSpG evaluates the player-protection concepts of federal concession holders, informs about gambling risks and links to regional help services. A reform draft (Glücksspielreformgesetz 2026), sent for EU notification on 4 August 2026 and not yet adopted, would add a central cross-operator exclusion register, deposit limits for online gambling and lower limits for players aged 18 to 26.
