What the Gemeinsame Glücksspielbehörde der Länder licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
The Gemeinsame Glücksspielbehörde der Länder, or Joint Gambling Authority of the German States, is the central regulator for online gambling in Germany. It was set up under the Interstate Treaty on Gambling and is based in Halle.
The authority licenses virtual slot machines, online poker and online sports betting for the whole country, while online table games such as roulette and blackjack remain a matter for the individual states. Its official whitelist shows every permitted operator with its web domains and permit dates, and licensed sites must say on their homepage that they hold a German permit. Player protection is among the strictest in Europe. A deposit limit, normally no more than a set amount per month, applies across all operators through a central system, and parallel play at several sites is blocked. Every login is checked against the national exclusion system OASIS, and sites must offer a panic button. The authority takes reports of illegal offers and rule breaches, but it does not resolve individual payment disputes.

| How to check a licence | Check the official whitelist ('Übersicht erlaubter Anbieter'), which can be filtered by game type (for example virtual slot machines, online poker, online casino games) and by competent authority, and shows each operator's address, internet domains and permit dates. Licensed operators must state on their homepage that they hold a state permit and name the issuing authority (§ 6e(3) GlüStV 2021). |
| Complaints / ADR | The GGL accepts reports about unlicensed gambling, advertising and irregularities at licensed operators (https://www.gluecksspiel-behoerde.de/de/fuer-spielende/beschwerden-verstoss-melden), but states that it does not handle complaints about transactions with a gambling provider, does not pursue civil claims such as payout of balances, and gives no legal advice. No ADR body is named. OASIS self-exclusion matters go to the Regierungspräsidium Darmstadt. |
| Player protection | Cross-operator monthly deposit limit of generally at most EUR 1,000, enforced through the LUGAS limit file, plus an activity file that prevents parallel play at several operators. Mandatory OASIS check at registration and login; self-exclusion for at least 3 months, third-party exclusion for 12 months. Panic button with a 24-hour block. Virtual slots: stake of at most EUR 1 per spin and an average of at least five seconds per spin, no autoplay (per gamblingmaps). |
