What the Gambling Regulatory Authority (Kenya) licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
The Gambling Regulatory Authority is Kenya's gambling regulator under the Gambling Control Act, 2025. It replaced the Betting Control and Licensing Board, which had supervised the sector for decades.
The new law creates separate licences for online bookmakers, lotteries and online casinos, and requires online casino games to use certified random number generators. Licensed operators must show their licence number in advertising and on their platforms, and the authority publishes a list of licensed companies with their trading names and domains. That list still reflects licences issued under the old law, so players should contact the authority if a brand is missing. Operators must verify players' identity and age, offer deposit, loss and session limits, and connect to a national self-exclusion register run by the authority. Complaints go to the operator's customer care centre first. If a complaint is not resolved quickly, it must be referred to the authority. An appeals tribunal can review the authority's decisions. Parts of the new regulations have faced court challenges.

| How to check a licence | Check the GRA 'Licensed operators' page (2025/26 list: 187 numbered companies with trading names and domains, per gamblingmaps). It reflects licences issued under the repealed Act whose validity was extended to 24 September 2026, so a missing name is a reason to ask the GRA, not proof. Licensees must show their licence number in advertising and on their platform. |
| Complaints / ADR | Complain to the operator's customer care centre first. A matter unresolved after 72 hours, or one escalated in writing, must be referred to the GRA (complaints page: https://gra.go.ke/complaints/). The Gambling Appeals Tribunal hears appeals against GRA decisions and complaints arising from the outcome of a gambling transaction (per gamblingmaps). |
| Player protection | Operators must verify identity and age before deposits, offer deposit, loss and session limits and reality checks, and connect to a national self-exclusion register kept by the GRA (operators had six months from the regulations of 30 June 2026 to connect). Online casino RNGs must be certified. A 5% excise duty applies to deposits and 5% withholding tax to withdrawals. |
