PAGCOR licensed casinos

What the Philippine Amusement and Gaming Corporation licence means for players, how to check it in the official register, and every casino in our database that holds it.

Tier 2

Short answer

The Philippine Amusement and Gaming Corporation is a government-owned corporation that both regulates and operates gambling in the Philippines. It licenses private casinos and online gaming platforms, and it also runs its own Casino Filipino venues, which the government is moving to privatise so the agency can focus on regulation.

About the Philippine Amusement and Gaming Corporation

For several years PAGCOR licensed offshore operators that served players abroad. That business was banned by presidential order and later by an Anti-POGO law, so a PAGCOR licence today does not authorise offering games to players outside the Philippines. Domestic online casinos and e-games need a PAGCOR electronic gaming licence and may only serve players in the country. To help players avoid illegal sites, PAGCOR runs a page called PAGCOR Guarantee. It lists licensed online gaming platforms and links to them directly. Players with a problem should contact the operator first and can then file a complaint with PAGCOR. Because it is both regulator and operator, there is no independent dispute resolution body.

How to check a licenceCheck the 'PAGCOR Guarantee' page, launched in June 2025, which lists licensed online gaming platforms and lets players enter them directly from the page. Licences cover play by people in the Philippines only; offshore (POGO/IGL) licences no longer exist.
Complaints / ADRReported channels: PAGCOR's online complaint/player assistance form on pagcor.ph and complaints@pagcor.ph (per legal commentary, not confirmed on an official page). No independent ADR body verified.
Player protectionOnshore online gaming requires a PAGCOR domestic electronic gaming licence. All offshore gaming (POGOs and internet gaming licensees) is banned, now by statute (Anti-POGO Act, Republic Act 12312). PAGCOR is also a casino operator (Casino Filipino), and privatisation of that chain was reported to be advancing in 2026.
