What the Junta de Control de Juegos (Ministry of Economy and Finance, Panama) licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
Panama's Gaming Control Board, the Junta de Control de Juegos, is a state institution under the Ministry of Economy and Finance. It controls, supervises and regulates games of chance and betting activities carried out in or from Panama, including casinos, slot halls, sports betting agencies and internet gaming.
The board can run games directly or authorise third parties, and a dedicated resolution sets out its rules for online games of chance. Panama's online licences have often been used by companies serving players abroad, and serving local players reportedly requires specific authorisation. No public list of authorised online operators was found, so players should confirm any licence claim directly with the board. The board runs a Responsible Gaming Section and a self-exclusion programme that can bar a person from all gaming rooms and internet gambling in the country. Authorised betting sites must offer responsible gaming tools. A formal complaint route for online players could not be confirmed. A recent addiction law reportedly adds identity checks and site blocking.

| How to check a licence | No public list of authorised online operators was found on the JCJ page. Legitimate operators are expected to state their JCJ licence in their website footer; confirm it directly with the JCJ. Online gaming rules are set out in Resolución No. 11 of 6 March 2020 on games of chance via the internet. |

| Player protection | The JCJ created a Responsible Gaming Section (Resolución MEF-RES-2021-2425 of 15 November 2021 and Resolución No. 5 of 3 June 2022). Its self-exclusion programme lets a person ask to be barred from all gaming rooms and internet games of chance in Panama (application form with ID and photo). All JCJ-authorised betting sites must offer responsible gaming tools. |
