What the Loto-Québec (Société des loteries du Québec) / Québec Minister of Finance licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
Loto-Québec is the Québec government's lottery and gaming corporation, created under the Act respecting the Société des loteries du Québec (CQLR c. S-13.1) to conduct and administer lottery schemes, which today include its online casino at lotoquebec.com.
The Minister of Finance is responsible for the Act and approves the corporation's budgets and dividends; the Régie des alcools, des courses et des jeux only gives notice on by-laws for State casino and video lottery games, and no separate independent regulator for online gaming was identified. Québec has not licensed private online casinos, and in March 2026 there was no sign that it would open its market as Ontario did. Loto-Québec therefore runs the only provincially authorised online casino in Québec.

| How to check a licence | There is no licence register: Loto-Québec describes lotoquebec.com as the only legal gaming website in Québec, and the province does not license private online casinos. A site other than lotoquebec.com that claims to be authorised in Québec should be treated with caution. |
| Complaints / ADR | Contact Loto-Québec customer service first (https://societe.lotoquebec.com/en/contact-us). No independent regulator or gambling ADR body for online play was identified; the Minister of Finance is responsible for applying the Act respecting the Société des loteries du Québec. |
| Player protection | lotoquebec.com is restricted to players aged 18 and over and offers tools to control gambling (not reviewed in detail). Loto-Québec runs the Wise Play (Bien jouer) programme, links to the help and referral line 1-800-461-0140 (aidejeu.ca) and states it holds WLA responsible gaming certification. |
