Curaçao licenses online gambling under the National Ordinance on Games of Chance (Landsverordening op de kansspelen, LOK), in force since 24 December 2024. The LOK replaced the earlier master-licence and sublicence system and turned the Gaming Control Board into the Curaçao Gaming Authority (CGA). Operators now apply to the CGA directly for a B2C online gaming licence, and suppliers for a B2B licence. Offering online games in or from Curaçao without a licence is prohibited. The LOK's definition of games of chance covers casino games, sports betting and poker.
Licensees must pass ownership and personal history checks and follow the CGA's AML/CFT rules, which took effect in January and April 2025. They must also comply with its Responsible Gaming Policy. The licence conditions bar under-18s and require self-exclusion for at least six months and deposit limits, along with segregated player funds and an approved dispute resolution route. By December 2025 the CGA had granted 604 provisional licences, 551 of them B2C, and rejected 139 applications. It plans a 2026 review to decide which provisional licences become indefinite.
Curaçao-licensed operators may not accept Curaçao residents, so the licences serve players abroad, where local law decides whether play is legal.
Check an operator's licence in the CGA licence register on cga.cw and confirm the site may legally serve your country. Licensees must offer self-exclusion of at least six months and deposit limits.
