What is regulator?

Definition and example from our casino glossary.

Definition

A regulator is the public authority that licenses gambling operators, sets the rules they must follow and enforces them through audits and sanctions.

Gambling regulators issue licences, define technical and conduct requirements, monitor compliance and impose penalties ranging from fines to licence revocation. Examples include the UK Gambling Commission, the Malta Gaming Authority, Sweden's Spelinspektionen, the Dutch Kansspelautoriteit, and state or provincial bodies in North America. Their approach differs: some publish detailed technical standards and act on individual complaints, while others mainly license operators and leave disputes to approved third parties. Many regulators publish their enforcement actions, which is a useful way to judge how strictly an authority applies its rules. For players, the regulator determines which protections apply: deposit limits, self-exclusion schemes, bonus rules, game-speed limits and complaint routes. When assessing a casino, the identity of its regulator often tells you more than any marketing claim on the site.
