Azerbaijan does not license online casinos. Under amendments in force since 1 January 2022, the law defines 'gambling games' as games of chance run as a business, excluding state-regulated lotteries and licensed sports betting, and treats organising or running them as an offence. The Law on Lotteries governs the lottery sector, and sports betting falls under the Law on Physical Education and Sports. The national lottery, Azerlotereya, was founded by the Ministry of Economy and offers draw, instant and virtual lottery games and sports betting, including online sports betting since 2022, under a management agreement with a private company.
Under the Code of Administrative Offences, organising gambling, enabling people in Azerbaijan to take part in it, giving access to gambling websites, accepting bets or processing payments, and advertising gambling or its operators are punishable by fines of AZN 5,000 for individuals, AZN 10,000 for officials and AZN 50,000 for legal entities, with confiscation of funds and equipment. Banks that facilitate gambling payments face the same fines. Telecom operators may block access from Azerbaijan to foreign lottery and betting sites. Repeatedly organising gambling through internet resources is already a crime, punishable under the previous wording by a fine of AZN 10,000 to 15,000 or two to three years of restricted liberty or imprisonment.
Online casino play is not legal in Azerbaijan; no operator may offer it, and only state-regulated lottery and licensed sports betting products are lawful.
Only Azerlotereya's lottery products and the licensed sports betting offer are legal in Azerbaijan. Offshore casino sites are unlawful and give no legal protection.
