Gaming in Saint Lucia is governed by the Gaming, Racing and Betting Act (Act 29 of 2000, in force since May 2001 and amended in 2018, 2019 and 2020). It supersedes earlier gaming and betting laws but does not apply to lotteries run under the National Lotteries Authority Act. The Gaming, Racing and Betting Authority considers licence applications, recommends them to the Minister and Cabinet, inspects equipment and enforces the Act. Licence categories cover gaming operators, distributors, manufacturers, gaming machine lessors, racecourse operators and betting providers, the last of which may offer live, non-remote or remote betting with the Board's approval.
The 2019 amendments define remote gaming and remote betting as participation by internet, telephone, television, radio or other electronic means, whether in, outside or partly outside Saint Lucia. Conducting gaming or offering betting without a licence is an offence punishable by a fine of up to EC$150,000, up to three years in prison, or both. However, the Act sets no dedicated online casino regime, and no Saint Lucia licence for an online casino serving local players was found, so the online casino market is served from abroad.
No locally licensed online casino for Saint Lucia players was found; residents are not penalised for using foreign sites, but those sites hold no Saint Lucia licence.
No Saint Lucia licence covers online casinos for local players, so the Authority cannot help with disputes on foreign sites. Note that the Act bars Saint Lucian citizens without another nationality from licensed casino games unless they belong to an approved casino's membership club.
