Bahrain has no gambling licensing law and no gambling regulator. The rule is in the Penal Code, issued by Legislative Decree No. 15 of 1976. Chapter Six, headed "Gambling", has a single provision, Article 308. It defines a game of gambling as any game in which winning or losing depends on luck rather than on factors that can be identified and controlled. Gambling in a public place carries up to three months' imprisonment or a fine of up to BHD 100. A repeat offence within a year of a final conviction carries up to one year or a fine of up to BHD 500. Anyone who runs a public gambling place, or who helps organise, supervise or equip the play, faces up to one year's imprisonment or a fine of up to BHD 500.
The Code has no licence, permit or exemption for casinos, betting, lotteries or poker, so there are no land-based casinos and no local online operators. In a side letter to the US-Bahrain Free Trade Agreement (September 2004), Bahrain's finance minister stated that the country prohibits all gambling and gambling services and treats them as a criminal offence.
Online casino play is not legal in Bahrain, and no operator, local or foreign, can be licensed to offer it.
No casino site, whatever licence it shows, operates legally in Bahrain, and you cannot turn to a Bahraini regulator if a foreign site withholds funds. Article 308 makes gambling and organising gambling criminal offences.
