Gambling in Burundi is run and supervised by the Loterie Nationale du Burundi (LONA), a public body created by Decree No. 100/45 of 2 May 1985 and reorganised by Decree No. 100/231 of 11 December 1989. Burundi has no separate gambling act. LONA runs scratch cards, traditional draws, sports betting and horse-race betting itself, and since July 2021 it has run a mobile lottery (Lumiloto) with the operator Lumitel. It also grants operating licences to bookmakers, lottery operators and casinos in return for concession fees. LONA publishes a list of approved operators on its website, and several of them run online betting platforms on .bi domains. The only casino LONA names is a land-based venue in Bujumbura.
The money side is set by finance-law ordinances. A joint ministerial ordinance adopted in July 2025 under Article 139 of the 2025/2026 Finance Law imposes levies on every kind of game of chance. Operators must also give LONA full access to their information systems and connect their machines to a state electronic monitoring system set up under a 2024 public-private partnership with B&N Partners. Trade press reports that a follow-up order of 12 August 2026 suspends the licence of any operator more than one month late with payments.
No licence category for online casino games has been published, so online casino play is not confirmed as legal for any operator; only LONA-approved betting and lottery platforms operate within the framework.
Before you register, check that the operator appears on LONA's list of approved operators at lona.gov.bi. Expect 10% to be deducted when you deposit and when you withdraw on authorised platforms.
