Chile only allows gambling that a law expressly authorises. The authorised forms include land-based casinos licensed under Law 19.995 of 2004, the state lottery Polla Chilena de Beneficencia, Lotería de Concepción and horse-race betting. Law 19.995 states that casino operating permits cannot cover online games of chance, and there is no licence for online casinos or private online sportsbooks. In a dictamen of 29 October 2025 the Comptroller General confirmed that online gambling operates outside the legal framework and is therefore illegal, and that the Superintendencia de Casinos de Juego (SCJ) can only report such activity to prosecutors because its powers are limited to licensed casinos. Self-exclusion likewise only applies to physical casinos.
In a ruling of late September 2025 (Rol 18.080-2025), the Supreme Court upheld a constitutional action by Lotería de Concepción, found that unauthorised betting platforms carry out an illegal activity and ordered the six main internet providers to block them. In November 2025 it ordered enforcement, giving the providers five days to implement effective blocks. Only the legally authorised entities, such as Polla Chilena, Lotería de Concepción and Teletrak, may offer certain games online.
Online casino play is not legal in Chile; no operator holds a licence for online casino games, and unauthorised platforms are subject to court-ordered blocking.
Online casino sites reachable from Chile are not authorised, offer no local player protection and may be blocked at any time. Watch the progress of the online betting bill in the Senate, which may change the rules.
