Gambling in Equatorial Guinea is governed by Law No. 02/1995 on games of chance and Ministerial Order No. 04/2015 of 18 May on leisure and gambling games. According to the government, neither text provides for licences for online gambling, so there is no valid local licence for online casino, online betting or remote gaming.
That position was tested in 2025. In July and August 2025 the Ministry of Tourism and Tourist Infrastructure announced a regulatory framework for online gambling, betting and casino licences and a master licence for Mascott Capital Partners, a Cyprus-registered company that was to issue licences to international operators. Within days, a government communiqué dated 8–9 August 2025 and signed by President Teodoro Obiang Nguema Mbasogo declared that the licence had no legal effect and was not recognised. It said the licence breached the law, had been granted unilaterally by the minister, and endangered the public interest; the minister was suspended. Any claim that a site is licensed in Equatorial Guinea should therefore be treated as unsupported unless the government confirms otherwise.
No operator holds a valid Equatorial Guinea online casino licence; residents can reach foreign sites, which operate without local oversight.
Be sceptical of any site that says it is licensed in Equatorial Guinea, as the government has declared the 2025 master licence void. No local authority can help with disputes involving online casinos.
