Gambling in Eswatini falls under the Ministry of Tourism and Environmental Affairs and the Eswatini Gaming Board. The Gaming Control Act of 2022 is the modern framework law, but the regulations needed to apply it in full have not yet been adopted. Draft regulations were prepared in 2025, went through validation workshops in June 2026, and the minister told Parliament in July 2026 that they would be tabled in the third quarter of the financial year. They take effect only once Parliament approves them.
Until then, the ministry issues licences under the older bookmaker provisions. The minister confirmed in December 2025 that the government is "currently using the bookmaker provision for issuing licences", which is how local operators offer online sports betting. In April 2026 the chair of the Gaming Board stated that online casino-style gambling remains illegal in Eswatini and that the registered gaming companies hold bookmaker-only licences, which do not cover slots or virtual table games. No date has been set for a regulated online casino market, and the Board would not say whether one will come at all. Land-based casinos are licensed separately.
Online casino-style gambling is illegal in Eswatini according to the Gaming Board, and no operator is licensed to offer it.
Only bookmaker-licensed betting is available locally, and online casino games are not permitted. Licensed operators must offer self-exclusion, which links to the national register reported by the ministry.
