Grenada regulates gaming under the Gaming Act No. 21 of 2016, which covers gaming machines, lotteries, betting and gaming in general but expressly does not apply to casino gaming. The Act set up a Gaming Commission, with appeals to a Gaming Appeals Tribunal chaired by the Attorney-General, and its licensing requirement has been enforced since late 2017. Its licence types are gaming machines, e-gaming operating, gaming machine technical, general betting, pool betting, general and special lotteries, and members' club gaming. E-gaming is defined as engaging in an interactive game of chance operated by computer circuitry.
The e-gaming licence is reserved for the state: under section 35 the National Lotteries Authority (NLA) is deemed to hold it for twenty years, and no one else may be granted one. A 2016 amendment to the NLA Act lets the Authority run gaming facilities and authorise third parties to operate them on its behalf, with the NLA remaining liable for their compliance. Providing gaming facilities without a licence is an offence punishable by up to 12 months' imprisonment, a fine of up to EC$100,000, or both. Private companies therefore cannot obtain a Grenadian licence for online casino games.
Private online casinos cannot be licensed in Grenada; only the National Lotteries Authority may hold the e-gaming licence.
Lawful online gaming in Grenada runs only through the National Lotteries Authority (nla.gd), which requires players to be 18 or older. Foreign sites offering casino games to players in Grenada hold no Grenadian licence.
