Jamaica regulates gambling under two separate laws. The Betting, Gaming and Lotteries Act, amended in 2016 and 2017, is administered by the Betting, Gaming and Lotteries Commission (BGLC), which licenses lottery promoters, bookmakers, gaming lounges, hotel-based gaming rooms and gaming machine operators. Full casino gaming falls under the Casino Gaming Act, 2010, and the Casino Gaming Commission, which licenses casinos only as part of an approved integrated resort development.
Neither law contains a dedicated online casino licence. The BGLC told the Gleaner in August 2025 that the Betting, Gaming and Lotteries Act has no explicit provisions on online gaming, that it has authorised three of its existing licensees to offer online gaming services while a fuller framework is prepared, and that betting with bookmakers it has not licensed violates the Act. Its responsible gaming guide requires operators that run player-account wagering websites to restrict them to players over 18. Plans to merge the BGLC, the Casino Gaming Commission and the Jamaica Racing Commission into one regulator, with rules for online and interactive gaming, have been discussed for more than a decade and had not been enacted by October 2026.
No Jamaican online casino licence exists; only the few BGLC licensees authorised to offer online gaming may serve local players online, and unapproved offshore sites are illegal.
Check that an operator appears in the BGLC's list of licensed gaming operators before opening an account. Support for gambling problems is available from RISE Life Management Services, which runs the BGLC-funded responsible gaming programme.
