Kosovo has banned gambling since 2019. After a wave of violence linked to the betting sector, the Assembly adopted the Law on the Prohibition of Games of Chance at an extraordinary session on 28 March 2019, and it entered into force in May 2019. The government's draft, approved on 26 March 2019, is very short: its first article abolishes all games of chance except the Kosovo Lottery, and its second repeals Law No. 04/L-080 on Games of Chance together with its secondary legislation. Casinos, betting shops and slot-machine venues were closed as a result.
The ban is not time-limited in the final text, although a ten-year closure had been discussed, so it stays in force until a new law replaces it. The single exception has not worked in practice either: according to a June 2026 report, the Kosovo Lottery was left in a legal vacuum after 2019, stopped operating and has not resumed. No licence for online casinos, online sports betting or online poker exists, and no regulator supervises gambling.
Online casino play is not permitted in Kosovo, and no operator can obtain a licence to offer it.
No online casino or betting site is licensed in Kosovo, so any claim of a Kosovo licence is false. Deposits with foreign sites have no protection under Kosovo law.
