North Korea publishes very little of its law, and we found no official, accessible text of a gambling law, no gambling regulator and no licensing system for online casinos, sports betting or poker. There is no legal route for any operator to offer online gambling to people in the country, and nothing suggests that ordinary residents can lawfully gamble online. This page therefore lists North Korea as blocked, but the domestic rules themselves could not be verified.
What is documented comes from outside the country and concerns North Korea's role as a supplier rather than a market. In February 2024 South Korea's National Intelligence Service said that the Kyonghung Information Technology Exchange Company, which it linked to a Workers' Party bureau, had teams of North Korean IT workers in Dandong, China, build illegal gambling websites and sell them to clients including South Korean criminal groups for about 5,000 dollars each, plus fees for maintenance. The NIS said this breached UN Security Council Resolution 2397, which required North Korean workers abroad to be sent home. An October 2025 report by the Multilateral Sanctions Monitoring Team described the same company developing gambling websites under false identities, and the Isle of Man Gambling Supervision Commission has warned licensed operators that North Korean IT workers may try to work for them or use their platforms to move money.
No operator is licensed to offer online casino games in North Korea, and no lawful online gambling for residents was found.
No online casino is licensed in North Korea. Avoid gambling sites of unclear ownership, because regulators have warned that North Korean IT workers build and run illegal gambling platforms.
