Gambling in Pakistan is prohibited by the Prevention of Gambling Act, 1977 (Act XXVIII of 1977), which extends to the whole country and replaced the provincial gambling ordinances of 1961. The Act defines gaming broadly to include wagering and betting, including bets on horse races, and it punishes both sides. Keeping or managing a common gaming-house, or financing gaming there, carries one month to one year of imprisonment or a fine, being found gaming in a gaming-house up to one year, and gaming in a private place up to two years, with heavier penalties for repeat offences. Magistrates may search premises and seize gaming money. A saving clause for licensed tourist complexes open only to foreigners was later omitted for the Islamabad Capital Territory, and no casino operates for residents.
