Gambling in Papua New Guinea is governed by the Gaming Control Act 2007 (No. 2 of 2007), which Parliament passed unanimously in 2007. The Act established the National Gaming Control Board (NGCB), which considers applications for and grants licences and permits, and it sets up separate regimes for casinos (ten-year casino licences), gaming machines in permitted venues such as clubs, hotels and taverns, bookmakers and Board-approved lotteries. People under 18 may not enter licensed gaming premises.
The Act takes a closed-list approach. Section 5 states that a game not authorised by the Act is an unlawful game, and it names games such as roulette and baccarat as unlawful unless played as part of an approved game; the Act also contains an offence of playing at an unlawful game. Part VII includes a section on overseas lottery products and online gambling, so the Board has a legal basis to approve online products. However, no source checked for this page showed that the Board has approved any online casino for players in Papua New Guinea. On that basis, offshore online casino games are not authorised under the Act, and the Board has no supervisory role over them.
No online casino is confirmed as authorised for players in Papua New Guinea, and games not authorised under the Gaming Control Act 2007 are unlawful games.
Check with the National Gaming Control Board whether any online product is authorised before using it, since unauthorised games are unlawful under the Gaming Control Act 2007. Offshore sites are not supervised by the Board.
