Suriname overhauled its gambling laws in September 2023. The Wet Hazardspelen (Games of Chance Act) of 13 September 2023, S.B. 2023 no. 135, regulates casinos and defines an online casino as an online platform on which games of chance are offered commercially. A companion amendment to the Supervision and Control of Games of Chance Act, S.B. 2023 no. 134, sets the powers of the Gaming Control Board Suriname (GCBS), which supervises licence holders and advises on licensing, while lotteries remain under the Lottery Act of 1939.
Article 6 of the Games of Chance Act prohibits operating an online casino in Suriname without a licence granted by the President on the supervisory body's advice, and at most three online casino licences may be issued. The prohibition expressly covers offering online casino services in Suriname regardless of the country of operation, so offshore sites that accept Surinamese players without a licence act illegally. Unlicensed operation is a criminal offence under Article 313 of the Criminal Code, punishable by up to four years in prison, and intermediaries face up to one year. Players must be at least 21 and hold a registered player profile, and the law provides for a central exclusion register that can be joined voluntarily.
Online casino play is legal only with a presidentially licensed operator, and no licensed online casino could be confirmed, while unlicensed offshore offering is a criminal offence.
Before using any site, ask the Gaming Control Board Suriname whether the operator holds one of the online casino licences, since the law caps them at three and no public list was found. Players must be 21, and the 2023 Act provides a central exclusion register for those who want to stop.
