Turkmenistan treats gambling for money as an offence. Article 357 of the Code of Turkmenistan on Administrative Offences, titled "Violation of the rules on gambling", covers two situations. Part 1 punishes taking part in games of chance, such as card games or the shell game, for money, goods or other valuables, and also the acceptance of bets by private individuals on sporting and other competitions. The sanction is a warning or a fine of up to one base amount, with or without confiscation of the gaming equipment and of the money or items staked. Part 2 punishes organising gambling in breach of the rules set by Turkmen legislation with a fine of two to seven base amounts, again with possible confiscation of equipment and stakes.
The article draws no distinction between games played in person and games played online, and we found no Turkmen law that creates a licence for casinos, online casinos, poker or sports betting. No gambling regulator exists, and no operator, local or foreign, is authorised to offer online casino games to residents. Foreign licences have no standing in Turkmenistan.
