Zambia's gambling rules are spread over several older statutes. The Betting Control Act, Chapter 166 of the Laws of Zambia, sets up the Betting Control and Licensing Board and provides for licensing bookmakers and betting premises. Lotteries fall under the Lotteries Act (Chapter 163) and football pools under the Pools Act (Chapter 165), the Gaming Machines (Prohibition) Act of 1994 restricts slot machines, and casinos are licensed as land-based venues under tourism and hospitality legislation. A 2023 law-firm guide for CMS states that online gambling as such is not a regulated activity.
In practice, online sports betting is widespread through bookmakers licensed in Zambia, and the state now taxes that market directly. The Betting Levy Act 2025 (Act No. 27 of 2025), in force since 1 January 2026, requires betting companies to pay a 5% levy on deposits into and withdrawals from customer gaming accounts, collected by the Zambia Revenue Authority, while land-based betting is exempt. Trade press also reported a 10% excise duty on betting stakes, which operators challenged unsuccessfully before the Constitutional Court in 2025.
No operator holds a licence specifically for online casino games, so online casino play is unregulated rather than expressly permitted or prohibited.
A Zambian betting licence covers bookmaking, not online casino games, so check what a site's licence actually covers. Follow the progress of the Lotteries and Gaming Bill, which is expected to bring online gambling under one regulator.
