What the Estonian Tax and Customs Board (Maksu- ja Tolliamet), gambling supervision licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
In Estonia, gambling licences are issued and supervised by the Tax and Customs Board, the national tax agency, rather than by a separate gambling commission. Companies that want to organise gambling in Estonia, including online casinos, need an operating permit and a gambling organiser licence.
These licences are entered in the national Economic Activities Register. The board publishes a list of companies that are legally allowed to organise gambling in Estonia. The list is grouped by game type and shows each company's trade name and website addresses, with a link to its register entry. Players can use it to check that the site they visit belongs to a listed operator. Estonia also blocks access to unlicensed gambling websites. If a player has a problem with a licensed operator that cannot be resolved directly, they can contact the board by email. Estonia does not have a separate independent dispute resolution body for gambling, so protection relies mainly on supervision of a fairly small number of licensed operators.

Each entry links to the operator's record in the Economic Activities Register (MTR, mtr.ttja.ee), where gambling licences are registered. |
| Complaints / ADR | If a problem cannot be resolved with a listed operator, the player can contact the Tax and Customs Board at hasart@emta.ee. |
