What the Western Cape Gambling and Racing Board licence means for players, how to check it in the official register, and every casino in our database that holds it.
Short answer
The Western Cape Gambling and Racing Board controls and regulates gambling and horse racing in South Africa's Western Cape province. It investigates and decides licence applications, sets licence conditions, audits licence holders and runs a law enforcement unit that closes illegal gambling operations.
The Board is known as the largest licensing authority for online bookmakers in South Africa. South Africa has no online casino licence, and national law prohibits interactive casino gambling. Many Western Cape bookmakers nevertheless offer slots and live tables as fixed-odds bets, a practice the Board says remains lawful for its licensees although a national appeal court ruled against it in another province. Licensed bookmakers must show the operator's name, registration number and confirmation of Board licensing on every page of their website, and their promotions need prior approval. Players must be 18 and can use the national self-exclusion scheme. If a winnings dispute cannot be settled, the bookmaker must refer it to the Board within 48 hours.

| How to check a licence | Check the WCGRB 'Licence Holders' page, which lists licensed bookmakers, manufacturers and totalisators (no licence numbers). Western Cape bookmakers must show on every website page the operator's name and registration number, confirmation of WCGRB licensing, an under-18 warning and a reference to the National Responsible Gambling Programme. |
| Complaints / ADR | Complain to the bookmaker first; Western Cape bookmakers must publish website terms with a dispute resolution procedure. If a winnings dispute cannot be resolved, the operator must tell the player it will refer the dispute to the Board and do so within 48 hours; players can also complain to the Board directly (regulation 31(2)), and to the National Gambling Board if the province does not assist (per gamblingmaps). |
| Player protection | Minimum age 18. The Board links to the national self-exclusion scheme of the South African Responsible Gambling Foundation (https://responsiblegambling.org.za/self-exclusion-2/). Bookmaker website and app promotions need the Board's prior approval. The Board's law enforcement unit raids illegal operators; illegal gambling can be reported to enforcement@wcgrb.co.za. |
