All gambling is prohibited in Afghanistan, and no licensing system or legal operator exists, online or offline. The main current text is the Law on the Promotion of Virtue and Prevention of Vice, issued by the Taliban de facto authorities and published in the Official Gazette (No. 1452) on 31 July 2024, which says it applies from the day of publication. These authorities are not internationally recognised as the government of Afghanistan, but their rules are what is applied in the country.
Article 22 of the law lists gambling, egg-fighting and similar games among the wrongful acts that enforcers (muhtasibs) must prevent, and it also requires them to prevent the creation of a platform or circumstances conducive to gambling. Implementation lies with the Ministry for the Propagation of Virtue and the Prevention of Vice. Article 24 sets graduated measures: advice, warnings, fines, detention for 1 to 24 hours or 1 to 3 days, and other punishments an enforcer considers appropriate that are not reserved for the courts. Under Article 25, a person who does not change their conduct after these measures is referred to a court. The law does not mention online gambling separately, but its general ban covers all gambling.
Online casino play is illegal in Afghanistan, and no operator can be licensed to offer it.
There is no legal way to gamble online in Afghanistan, and enforcers can impose fines or detention for gambling. No local helpline or self-exclusion service exists.
