All gambling is prohibited in Iran, including online. The rules sit in Chapter 28 of Book Five (ta'zirat, discretionary punishments) of the Islamic Penal Code, which was rewritten by the Law Amending Articles 705 to 711. Parliament approved the law on 22 February 2023 and the Guardian Council confirmed it on 4 March 2023. Article 705 covers any betting agreement, wager on predictions and chance-based lottery or draw, whether in physical or virtual space. Participants lose the proceeds and are fined, either a grade-six fine or one to three times the proceeds, whichever is higher. In-person horse racing, shooting, fencing and certain military contests are excluded.
The heaviest penalties fall on operators. Running a physical or virtual gambling space carries prison, which increases with profit, plus confiscation and fines of two to five times the proceeds. Large-scale or organised operations face longer sentences and fines of three to six times the value involved. Convicted operators can be barred for six months to two years, or two to five years for repeat offences, from domain registration, payment terminals and gateways, internet and SIM services, and cheque books. Building or maintaining a gambling platform, advertising gambling and lending a bank account or payment tool to a gambling business are all offences. Using cryptocurrency raises the penalty by one degree.
Illegal for everyone: online gambling is expressly covered, and both players and operators face criminal penalties.
There is no legal online casino in Iran, and taking part is a criminal offence. Lending a bank card or account for gambling payments is also punishable.
