Gambling in Namibia is governed by the Gaming and Entertainment Control Act, 2018 (Act No. 13 of 2018), signed on 16 November 2018 and amended by Act No. 5 of 2020. Reports put its entry into force at 1 December 2021. The Act set up the Gambling Board of Namibia, which licenses casinos, gambling houses, gambling machines, bookmakers and totalizators under the ministry responsible for tourism. Section 70 is the core rule: no person may engage in, conduct or make available a gambling activity unless it is licensed under the Act or is a prescribed amusement game. Breaking it can bring a fine of up to N$50,000, up to 10 years in prison, or both.
Online gambling has its own rule in section 73. No one may engage in or make available an online game except as authorised under the Act, and the Minister may prescribe which online games need an online game licence and how that licence is obtained. No regulations prescribing online games, and no online casino licence, could be found, and market reports describe the licensed sector as land-based. In practice there is therefore no lawful route for residents to play online casino games, and taking part in unlicensed gambling is itself prohibited by section 70.
Online casino play is not legally available in Namibia, because the Act bans unauthorised online games and no online game licence has been found.
There is no licensed online casino in Namibia, and winnings from unlawful gambling cannot legally be paid out. You can apply to the Gambling Board to be entered in the register of restricted persons.
