Gambling in Timor-Leste is governed by Decree-Law No. 6/2016 of 20 April, which sets out the legal regime for licensing, operating and controlling gaming and entertainment activities, gaming machines and traditional games. For a time the government also issued concessions and licences for online gaming and betting, and in 2025 a first licence was reported for a company running an offshore online gaming venture.
That ended with Government Resolution No. 54/2025, approved by the Council of Ministers on 1 October 2025 and published in the Jornal da República on 2 October 2025. The resolution orders the revocation, with immediate effect, of all concessions, licences and authorisations issued for online gaming and betting, ends all pending licensing procedures, and states that no new online gaming or betting licences shall be issued. It gives as reasons the risk of crime, social instability and exploitation of vulnerable people, the damage to the country's reputation, and the fact that the 2016 decree-law does not reflect the realities of online gaming. The responsible ministry and the security forces oversee implementation, and the government has decided to amend Decree-Law No. 6/2016.
Online casino play is not legal with any operator in Timor-Leste, since all online gaming licences were revoked in October 2025 and no new ones may be issued.
No online casino or betting site is licensed in Timor-Leste, and any claimed Timorese online licence has been revoked. Treat such claims as a warning sign rather than proof of regulation.
