Tunisia's gambling rules date mostly from the 1970s. Decree-Law No. 74-20 of 24 October 1974 covers gaming fairs, games held in private homes and lotteries, and charity lotteries need a separate authorisation from the governor, the Minister of the Interior or the head of government depending on their size. Casino games require prior authorisation by joint order of the Ministers of the Interior and of the Economy under Law No. 74-21, and casinos are reported to be open to foreign visitors only. Sports prediction games are the legal monopoly of Promosport, a public body whose proceeds fund sport, and a law-firm guide notes that Promosport has also launched its own online betting site.
There is no licensing regime for online casinos, online poker or private online sports betting, and no foreign licence is recognised. Despite this, foreign platforms are widely reachable from Tunisia, and local intermediaries collect stakes in cash and credit players' accounts. Members of parliament have described the current situation as a legal vacuum that makes prosecution difficult, although police have dismantled at least one Tunis network linked to gambling and money laundering.
Online casino play is not legal with any operator in Tunisia: no online casino can be licensed, and land-based casinos are reported to admit foreigners only.
The only legal betting products in Tunisia are state-run, such as Promosport's sports prediction games. Foreign casino sites are not licensed in Tunisia and give players no local protection.
